Hmmmmmmm......... OK case study but not a very robust analysis..... Why didn't you use Force Field or one of the multi-attribute decision making models?
By now you can/should do better than this. I am rejecting this posting with the expectation that you will provide some kind of quantitative analysis that makes sense to help you solve the problem....... (What are the root causes, by the way? Why not focus on fixing those?
